Four published regional records drive the route desk. They contain scope, method, reference zone, provenance, and an explicit dated unavailable state for every live value. They contain no sampled players, routes, or latency.

Unavailable is a complete state
Each live field stores state: unavailable, value: null, a plain-language reason, and the record’s checked date. The renderer never substitutes zero, a sample, or a regional estimate.
